QUALIFIED SAFETY PLAN REQUIREMENTS 

1. League safety officers will be on file with Headquarters. 

2. Copies of the safety manual will be distributed to all Managers, Coaches, Volunteers, and the district administrator.

This list above will be posted in the dugout and concession areas. 

4. We will use the Official Little League Volunteer Application to screen all volunteers. All coaches, volunteers, managers and groundskeepers must complete the 2025 background check.  All volunteers must also complete the LL Abuse Awareness Training annually, beginning with the 2025 season.

5. At least one manager and/or coach from chartered teams will be required to attend a Fundamentals Training course once every 3 years. Training courses for the 2025 season are to be determined but will be scheduled no later than March 25th 2025. Location to be determined as well. 

6. First aid training and CPR certification will be required for minimum 1 manager or Coach per chartered team and will be verified pre season. Certification lasts up to 3 years and can be recertified, this will be provided by our league and scheduled prior to pre season training. 

7. Field inspection will be completed by umpires and coaches prior to each practice and game. 

8. The up to date facility survey has been completed. 

9. Our concession stand and safety procedures are included in this ASAP plan. Procedures are also posted in the concession area. Concession stand is licensed by Roscommon County Health Dept and the license is displayed in the concession stand.  The concession stand will always be managed by an adult. There will be a First Aid Kit on the shelf including ice packs. All cleaning supplies will be kept in a marked container and stored under the sink. Hand-washing materials are available. A fire extinguisher is kept inside the concession stand door. The concession stand will always be locked except during scheduled games. There will be a Houghton Lake LL Officer contact information sheet posted in the concession stand.

10. Pre and post season all equipment is inspected. Coaches and managers will inspect equipment prior to each game. The safety officer will replace equipment that does not meet standards for use. 

11. Provided incident tracking forms will be utilized for reporting accidents and/or injury. These forms will be completed and submitted by the league safety officer at the moment of incident or not later than 48 hours. It is recommended that the safety office is to be contacted asap for any further needs or instructions. Please remember if you need help 911 first then your safety officer.

    12. All teams will be issued a standard first aid kit that is required at each game and practice.

    13. We require all teams to enforce ALL Little League Rules. These rules include having proper equipment for catchers, no on-deck batters, coaches will not warm up pitchers and disengaging bases on all fields. Teams will be provided the proper ruling book for their teams to follow. 

     14. League registration will be added into the data center with player roster date, coaches and managers.



Concession Guidelines


To comply with all state, county and local ordinances concerning the storage and preparation of all food products as well as the safety and cleanliness requirements of all aspects concerning the concession stand, the following procedures/guidelines have been adopted by Houghton Lake Little League:


• Call Health Department for an inspection, annually

• A first-aid kit will be kept in the concessions stand 

• At least one worker will have a cellphone in case of emergency call

• Repair sharp or jagged edges on walls and equipment

• Never stand on chairs or equipment

• Store heavier and bulkier materials on lower shelves

• Cooking devices (warmers, crockpots etc) will be turned off daily and cleaned prior to   storage

• All concessions stand workers will attend a training session in the Heimlich maneuver

• Keep floor free from obstruction

• Keep children out of the concession stand

• Use dry cloths, mitts, etc for handling utensils

• Close all drawers and doors immediately

• Return working utensils to their proper place immediately after use

• Remove broken glass particles with a broom-do not pick up by hand

• Follow posted procedures for correct use of each appliance in snack bar

• Keep knives sharp, used properly and stored safely

• Keep fire extinguisher and first-aid kit readily available and be certain all workers know where they are located.

• If carbon dioxide tanks are used, they will be secured with chains so they stand upright and cannot fall over.  Report damaged tanks or valves to the supplier and discontinue use.

• A weather monitoring radio (NOAH) will be kept in operation during concession stand hours.

• FOOD HANDLER GLOVES ARE MANDATORY WHENEVER HANDLING ANY FOOD!

• One person should be designated to handling money and one person or more handling the food.  NEVER PREPARE FOOD AND HANDLE MONEY AT THE SAME TIME!

• Concession stand manager and officer of the day will lock up the snack bar, making certain that all appliances are unplugged, all food is stored properly, all utensils are put away and all garbage is removed.

• Volunteers working in snack bar must be at least 15 years of age.

• Volunteers must be healthy and free of any skin infections or irritations.

• The concession stand will remain open until all players have completed playing and the fields have been secured.

• All concession workers shall have background check performed and volunteer forms completed prior to working 

• The concession stand manager will train in and follow guidelines of the state of Michigan and local health department.

• A copy of these guidelines will be posted in a visible area of the concession area
